1．招标条件
本项目为片仔癀大健康智造园项目-生产及配套设备购置项目制粒生产线（招标代理机构项目编号：SZ-19-04A-2025************有限公司进行机电产品国际公开招标，特邀请有兴趣的潜在申请人（以下简称申请人）提出资格预审申请。
2．项目概况与招标范围
2.1 项目名称：片仔癀大健康智造园项目-生产及配套设备购置项目制粒生产线
2.2 招标范围：
（1）综合制剂车间2条制粒生产线，1套胶囊线1200L（含所有管道制作），含湿法制粒机、高流量喷液系统、湿整粒机、流化床、干整粒机、提升机、旋转落料阀（如有）、安装、调试服务等；1套柔性线600L（含所有管道制作），含湿法制粒机、高流量喷液系统、湿整粒机、流化床、蠕动泵喷液系统、干整粒机、可掀起超低平台秤、提升机、安装、调试服务等；
（2）研发中心中试型湿法制粒线150L（含所有管道制作），包括湿法制粒机、高流量喷液系统、湿整粒机、流化床、蠕动泵喷液系统、干整粒机、可掀起超低平台秤、安装、调试服务等；
（3）研发中心实验型湿法制粒机1台（含所有管道制作）及其相应配套安装、调试服务；
（4）研发中心实验型流化床1台（含所有管道制作）及其相应配套安装、调试服务。
申请人应负责本项目范围内的设备制造、设备运输至招标人现场、现场卸货、搬运、吊装、公用部分对接工作、安装调试及配套培训服务等，详见资格预审文件第四章技术规范书。
2.3 最高限价：人民币4371.67万元（含税）。
2.4 标段情况：本项目不划分标段。
2.5 交货期要求：合同签订后12个月内货物送达招标人指定地点，到货后3个月内完成安装、调试及初验。
2.6 交货地点：福建省漳州市高新区创新路与草武路交叉口北侧招标人指定地点。
3．*申请人资格要求
3.1 申请人必须具备独立法人资格，并在必联网（******）或机电产品招标投标电子交易平台（******）注册会员。申请人为中华人民共和国境内注册时，需提供企业法人营业执照（提供复印件并加盖公章或签字）；申请人为中华人民共和国境外注册时，需要所在国或所在地区官方的企业注册登记证明（提供复印件并加盖公章或签字）。
3.2申请人须为拟投产品的制造商或销售代理商：若为制造商，须提供制造商声明；作为销售代理商，须提供拟投核心设备湿法制粒机及流化床的制造商出具针对本项目的唯一授权书，提供复印件加盖公章或签字。（同一品牌设备制造商和代理商或经销商同时参与投标的，仅接受制造商的投标）。
3.3业绩要求：
（1）自2020年12月1日至发布资格预审公告之日，申请人完成1份制粒生产线的有效销售业绩。制粒生产线包括湿法制粒机、整粒机、流化床，湿法制粒机全容积不得低于1200L，流化床全容积不得低于1200L。业绩证明文件包括但不限于：合同、验收材料、设备产地/制造商名称清单等。所提供的合同须体现合同双方信息、合同签章页、合同签订时间、货物内容（须体现设备名称、型号、数量）等，若合同无法全部体现相关内容，须提交项目业主出具的证明文件加盖业主公章或签字。时间以通过验收时间为准，须提供验收通过的佐证材料并提供业主联系人及联系方式。若合同涉及商业秘密，申请人可自行隐藏关键信息，但不应影响业绩的判定。以上材料须提供复印件加盖申请人公章或签字，否则视为无效证明文件。
（2）自2020年12月1日至发布资格预审公告之日, 申请人完成单个含制粒生产线的合同，湿法制粒机、整粒机、流化床设备金额大于等于2200万人民币（含税）。制粒生产线包括湿法制粒机、整粒机、流化床。业绩证明文件包括但不限于：合同、验收材料、设备产地/制造商名称清单等。所提供的合同须体现合同双方信息、合同签章页、合同签订时间、货物内容（须体现设备名称、型号、数量）等，若合同无法全部体现相关内容，须提交项目业主证明文件加盖业主公章或签字。时间以通过验收时间为准，须提供验收通过******银行总行首次发布的外币对人民币的现汇卖出价进行折算）。若合同涉及商业秘密，可自行隐藏关键信息，但不应影响业绩的判定。以上材料须提供复印件加盖申请人公章或签字，否则视为无效证明文件。
注：业绩要求（1）和（2）中申请人提供的的业绩允许重复计取。后续申请人投标时的湿法制粒机、流化床的品牌须与资格预审业绩要求（1）和（2）所提供的一致，否则视为无效投标。
3.4 申请人须提供拟投标的制粒生产线设备（湿法制粒机、流化床、整粒机）的国家级仪器仪表防爆安全监督检验站（NEPSI）或ATEX防爆认证文件。
3.5 申请人须根据招标人现有厂房图纸，提供中试型湿法制粒线150L的设备布局图，该设备布局图应符合防爆设计要求及国家相关法律法规要求。中试型湿法制粒线150L设备：一台湿法制粒机、一台湿整粒机、一台流化床、一台干整粒机、清洗站、进风单元、出风单元及配电柜等。除清洗站、进风单元及配电柜外，其他设备/部件须满足有机溶剂、粉尘防爆设计要求。
3.6 申请人须具备符合本项目需求的实验室：至少包括拟投品牌的湿法制粒机、整粒机、流化床等相关设备，满足2kg-5kg小试批量或20kg-30kg中试批量制粒需求。须提供实验设备清单（包括但不仅限于设备名称、品牌型号、数量、使用年限等，若申请人同时具备2kg-5kg小试批量及20kg-30kg中试批量的实验设备，须同时提供实验室设备清单，所提供的实验室设备产能须与用于测试所领取物料的批量匹配）、实验室地址、现场照片、设备照片及设备铭牌照片；实验室条件须具备功能区域划分，制粒设备独立分区，制粒区域可控制温湿度，须控制温度不高于26摄氏度，相对湿度不高于50%，提供实验室布局图及温湿度控制相关设备佐证材料。
3.7本项目不接受联合体申请，不允许转包分包。
4．资格预审方法（合格制）
本次资格预审采用合格制，凡通过资格预审的申请人均可参加本项目的投标。资格审查标准和内容详见资格预审文件。报名或审查不满足资格审查合格条件的申请人不足3个时为招标失败，依法重新组织招标。
5．资格预审文件的获取
5.1请于2025年12月16日至2025年12月22日17时30分（北京时间，下同）获取。
5.2资格预审文件获取方式：注册并登录诚E招电子采购交易平台（******/）进行项目报名、获取资格预审文件。
（1）“注册”方式详见【诚E招电子采购交易平台-帮助中心-操作指南-注册指引】，注册成功后请登录，登陆后可在【常用文件】处下载《申请人&供应商操作手册》；

5.3 资格预审文件每套售价500元，售后不退。申请人可以采用以下方式缴纳资格预审文件费用：

可选择下列任一种方式支付资格预审文件费用：
a)网上支付：选择【网上支付】方式后，点击【提交】，使用微信或支付宝支付文件费用；
b)电汇：以转账方式支付文件费用，并在支付阶段，将“转账凭证”上传至【附件】处（转账凭证应备注说明“招标代理编号及项目简称”）；

5.4 在诚E招电子采购交易平台完成报名、可下载资格预审文件即报名成功
5.5 如未按上述要求获取资格预审文件，招标人/招标代理机构将不接收该供应商所递交的资格预审申请文件。
6．资格预审申请文件的递交
6.1 递交资格预审申请文件截止时间（申请截止时间，下同）为2025年1******有限公司福建分公司开评标室。
6.1.1 资格预审申请文件的递交方式：申请人可自行选择现场递交或邮寄递交, 如申请人选择邮寄方式递交资格预审申请文件，相关邮寄费用及由此产生的一切风险均由申请人自行承担。
6.2 出现以下情形时，招标人不予接收资格预审申请文件：
6.2.1 逾期送达或者未送达指定地点的资格预审申请文件；
6.2.2 未按资格预审文件要求密封的；
6.2.3 未按本公告要求获得本项目资格预审文件的。
6.3申请人在投标前应在必联网（******）或机电产品招标投标电子交易平台（******）完成注册及信息核验。

项目内容(英文)：Prequalification Announcement for Pien Tze Huang Big Health Intelligent Manufacturing Park Project - Production and Supporting Equipment Procurement Project Granulation Production Line 1. Bidding Conditions The project is the Pien Tze Huang Big Health Intelligent Manufacturing Park Project - Production and Supporting Equipment Procurement Project Granulation Production Line (Project No. of the Tendering Agency: SZ-19-04A-2025-D-F-E34894/Project No.: 1379-2540PZH34807), and the tenderee is Zhangzhou Pien Tze Huang Pharmaceutical Co., Ltd. The project funds are self-financed by the tenderee. The project has met the bidding conditions. Gongcheng Management Consulting Co., Ltd. is hereby entrusted to conduct an international competitive bidding for electromechanical products. Interested potential applicants (hereinafter referred to as “applicants”) are hereby invited to submit applications for prequalification. 2. Project Overview and Scope of Bidding 2.1 Project Name: Pien Tze Huang Big Health Intelligent Manufacturing Park Project - Production and Supporting Equipment Procurement Project Granulation Production Line 2.2 Scope of Bidding (1) Two granulation production lines for comprehensive preparation workshop and one 1200L capsule line (including fabrication of all pipelines) comprising wet type granulator, high-flow spraying system, wet straightening granulator, fluid bed, dry straightening granulator, lifter, rotary discharge valve (if applicable), installation and commissioning services; one 600L flexible line (including fabrication of all pipelines) comprising wet granulator, high-flow spraying system, wet straightening granulator, fluid bed, peristaltic pump liquid spraying system, dry straightening granulator, ultra-low platform scale with a lift-up function, lifter, installation and commissioning services; (2) One 150L pilot-scale wet granulation line for the R&D center (including fabrication of all pipelines) comprising wet granulator, high-flow spraying system, wet straightening granulator, fluid bed, peristaltic pump liquid spraying system, dry straightening granulator, ultra-low platform scale with a lift-up function, installation and commissioning services; (3) One laboratory-scale wet granulator for the R&D center (including fabrication of all pipelines) and its corresponding installation and commissioning services; (4) One laboratory-scale fluid bed for the R&D center (including fabrication of all pipelines) and its corresponding installation and commissioning services. The applicant shall be responsible for equipment manufacturing within the project scope, transportation of the equipment to the site of tenderee, site unloading, handling, hoisting, public utility docking work, installation, commissioning and supporting training services, as detailed in Chapter IV Technical Specifications of the Prequalification Documents. 2.3 Ceiling price: RMB 43.7167 million (including tax). 2.4 Section division: No sections are divided in the project. 2.5 Delivery requirements: Goods shall be delivered to the location designated by the tenderee within 12 months after the contract is signed. Installation, commissioning and preliminary inspection shall be completed within 3 months after delivery. 2.6 Delivery location: Intersection of Chuangxin Road and Caowu Road, High-tech Zone, Zhangzhou, Fujian Province (designated by the tenderee) 3. *Applicant Qualification Requirements 3.1 The applicant shall have independent legal person status and be a registered member on ****** or the Electromechanical Products Tendering and Bidding Electronic Trading Platform (******). If the applicant is registered within the territory of the People’s Republic of China, a copy of the business license of the legal person (with official seal or signature) shall be provided. If the applicant is registered outside the territory of the People’s Republic of China, an official enterprise registration certificate issued by the relevant country or region shall be provided (copy with official seal or signature). 3.2 The applicant shall be the manufacturer or sales agent of the proposed products: If a manufacturer, a manufacturer declaration shall be provided. If a sales agent, a unique authorization letter issued by the manufacturer of the proposed core equipment wet granulator and fluid bed for the project shall be provided (copy with official seal or signature). (If the manufacturer and agent or distributor of the same brand participate in the tender simultaneously, only the manufacturer’s bid will be accepted.) 3.3 Performance Requirements: (1) From December 1, 2020 to the date of the publication of the prequalification announcement, the applicant shall have completed one valid sales performance of a granulation production line. The granulation production line shall include wet granulator, straightening granulator and fluid bed; the full capacity of the wet granulator shall not be less than 1200L, and the full capacity of the fluid bed shall not be less than 1200L. Performance proof documents include but are not limited to: Contracts, acceptance materials, lists of equipment origin/manufacturer names, etc. The contracts provided shall include information on both contracting parties, the contract signing and stamping page, the contract signing date, and the details of the goods (including the equipment name, model, and quantity). If the contract does not fully reflect the relevant information, the applicant shall submit a certification document issued by the project owner, affixed with the owner’s official seal or signed by the owner. The date is based on acceptance approval, and supporting materials for acceptance approval shall be provided along with the contact information of the owner. If the contract involves trade secrets, the applicant may conceal key information, but it shall not affect performance determination. All materials shall be provided as copies with the applicant’s official seal or signature, otherwise they will be considered invalid. (2) From December 1, 2020 to the date of the publication of the prequalification announcement, the applicant shall have completed a contract for a single granulation production line, with equipment amount of wet granulator, straightening granulator and fluid bed greater than or equal to RMB 22 million (including tax). The granulation production line shall include wet granulator, straightening granulator and fluid bed. Performance proof documents include but are not limited to: Contracts, acceptance materials, lists of equipment origin/manufacturer names, etc. The contracts provided shall include information on both contracting parties, the contract signing and stamping page, the contract signing date, and the details of the goods (including the equipment name, model, and quantity). If the contract does not fully reflect the relevant information, the applicant shall submit a certification document issued by the project owner, affixed with the owner’s official seal or signed by the owner. The date is based on acceptance approval, and supporting materials for acceptance approval shall be provided along with the contact information of the owner. The amount shall be based on the contract amount. (If the contract is in another currency, it shall be converted to RMB at the spot selling rate of foreign currency to RMB published by the Head Office of Bank of China on the contract signing date.). If the contract involves trade secrets, key information may be concealed, but it shall not affect performance determination. All materials shall be provided as copies with the applicant’s official seal or signature, otherwise they will be considered invalid. Note: The performance provided by the applicant under requirements (1) and (2) may be counted repeatedly. When submitting bids later, the brand of wet granulator and fluid bed shall be consistent with the performance provided for prequalification under requirements (1) and (2), otherwise the bid will be considered invalid. 3.4 The applicant shall provide NEPSI or ATEX explosion-proof certification documents for the proposed granulation production line equipment (wet granulator, fluid bed, straightening granulator). 3.5 The applicant shall provide a layout plan for the 150L pilot-scale wet granulation line according to the existing plant drawings of the tenderee. The layout plan shall comply with explosion-proof design requirements and relevant national laws and regulations. 150L pilot-scale wet granulation line equipment: One wet granulator, one wet straightening granulator, one fluid bed, one dry straightening granulator, cleaning station, air inlet unit, air outlet unit, and distribution cabinet. Except for the cleaning station, air inlet unit and distribution cabinet, all other equipment/components shall meet explosion-proof design requirements for organic solvents and dust. 3.6 The applicant shall have a laboratory that meets the project requirements: At least including the proposed brand’s wet granulator, straightening granulator, fluid bed, and other related equipment, capable of 2kg-5kg small-scale batches or 20kg-30kg pilot-scale batches. The applicant shall provide an inventory of laboratory equipment (including but not limited to equipment name, brand and model, quantity, years of use; if the applicant possesses 2kg-5kg laboratory-scale and 20kg-30kg pilot-scale experimental equipment, a list of laboratory equipment shall be provided simultaneously, and the capacity of the provided laboratory equipment shall match the batch size of the materials used for testing), laboratory address, on-site photos, equipment photos and nameplate photos; laboratory conditions shall include functional area division, independent granulation equipment area, controlled temperature and humidity in granulation area, with temperature not exceeding 26°C and relative humidity not exceeding 50%, along with layout plan and supporting documents of temperature and humidity control equipment. 3.7 The project does not accept consortium applications, and subcontracting or outsourcing is not allowed. 4. Prequalification Method (Pass/Fail) This prequalification adopts a pass/fail system. Applicants who pass the prequalification may participate in the bidding for the project. The standards and content of qualification review are detailed in the prequalification documents. If it is less than three applicants meet the qualification conditions during registration or review, the call for bids is considered failed and shall be reorganized according to law 5. Acquisition of Prequalification Documents 5.1 Please obtain the documents from on December 16, 2025 to 17:30 on December 22, 2025 (Beijing Time, the same below). 5.2 Method of Obtaining Prequalification Documents: Register and log in to the Chengezhao Electronic Procurement Platform (******/) to apply for the project and obtain prequalification documents. (1) For “Registration”, see [Chengezhao Electronic Procurement Platform - Help Center - User Guide - Registration Guide]. After successful registration, log in and download the “Applicant & Supplier Operation Manual” under [Common Files]. (2) For “Project Application”, see “Applicant Registration” in the “Applicant & Supplier Operation Manual”. 5.3 Each set of prequalification documents is sold at RMB 500, and it is non-refundable. Applicants may pay the prequalification document fee by the following methods: (For “Purchase, Payment and Download of Documents”, see “Applicant & Supplier Operation Manual” - “Purchase Documents”.)
